Why do you think the punishment was so harsh for people who "bear false witness"?

It's like the boy who cried wolf. If people are allowed to lie and bear false witness to things they didn't really see, and get away with it with little to no repercussions, they'll keep doing it and eventually almost everyone is lying in court.
