the innermost is 2/3-1/3 which is 1/3

we get
7/3+3(1/3)^2
next, exponent, comes before multiply
(1/3)^2=(1^2)/(3^2)=1/9

we get
7/3+3(1/9)
multiply
7/3+1/3
add
8/3
